i spend a total of 9 hours working on this problem. No avail. No advice worked, until I stumbled across a post that said this:

"I SOLVED IT!!!!! MAAANNNNN THIS IS BAD ASS =D Make this Thread PLEASE Sticky or something.... man this was hard... okay this is what I did! It has to do with the XNA Framework. When you install it, the directories of the framework doesnt get the specific rights to use them (to be exactly: nobody got the rights). So you have to set all the rights for every directory that belongs to the XNA framework! Here are the directorys for Windows 7 64bit installation: C:\Windows\Microsoft.NET\assembly\GAC_32: Microsoft.Xna.Framework\v4.0_4.0.0.0842cf8be1de50553 Microsoft.Xna.Framework.Game\v4.0_4.0.0.0842cf8be1de50553 Microsoft.Xna.Framework.Graphics\v4.0_4.0.0.0842cf8be1de50553 Microsoft.Xna.Framework.Xact\v4.0_4.0.0.0842cf8be1de50553

This is how you change the right to use it (I have a german installation, so the translation might not be precise):
  • rightclick the specific directory
  • select properties
  • select the "security" tab
  • click on "adavanced"
  • select the "owner" tab
  • click on the bottom button "edit"
  • on this window select the "administrator" in the row and make sure to select the checkbox below
  • press apply and close all the windows
  • now the directory has the correct rights for the system to use them


To know whether you have the same problem like me, just try to enter one of the directorys or check the security tab, if no one got rights (not even the system) then you have the same problem, and this solution will help you!... man this problem was really bad.... tried 2 days to solve it.."

In short:

Yes, you can try the other advice that's plentiful, but PLEASE try this first.

You have to give the permissions in the "assembly" folder to YOU, or ADMIN or somebody.

Nobody had the rights to run the thing. That's why it wouldn't run.
